Plumber Wellington: Understanding Recent Motorhome Self-Containment Regulations – Laser Plumbing Wellington East
For motorhome owners in New Zealand, staying compliant with self-containment regulations is essential for freedom camping. To simplify this process, the Government has revised the Plumbers, Gasfitters, and Drainlayers (Self-Contained Vehicles) Regulations 2023, introducing key updates that impact motorhome and campervan owners.
One of the most significant changes is the removal of the ventilation kit requirement for campers with fixed cassette-type toilets seeking freedom camping certification. However, it is still crucial that these toilets are installed according to the manufacturer’s specifications. If your motorhome features a waterless or composting toilet that includes a ventilation system, that kit must still be installed to meet compliance standards.
New Self-Contained Motor Vehicles Legislation and Certification Process
Key Dates and Updates
- June 7, 2023: The Self-Contained Motor Vehicles Legislation Act took effect.
- August 2023: The Ministry of Business, Innovation, and Employment (MBIE) published updated self-containment regulations.
- December 7, 2023: Motorhome owners could begin certifying their vehicles under the new standards.
- June 7, 2024: Vehicles must pass inspection and display a green warrant card to remain certified under the new regulations.
- June 7, 2025: Blue warrant cards issued under the older NZS 5465 standard will no longer be valid for freedom camping.
Certification Fees
Motorhome owners will need to pay:
$120 government levy
Inspection fees (varies by certifier)
The green warrant card will become mandatory for freedom camping from June 7, 2024, ensuring vehicles meet the latest self-containment requirements.
NZMCA’s Response to the New Regulations
The New Zealand Motor Caravan Association (NZMCA) is adapting to the revised regulations by introducing a new certification system.
Impact on Motorhome Owners
- 90% of NZMCA members have motorhomes with fixed cassette-type toilets, which no longer require ventilation kits.
- 10% of NZMCA members own vehicles with portable toilets, which cannot be certified under the new regulations.
New Certification System: The Yellow Warrant Card
To accommodate members with portable toilets, the NZMCA has created a yellow warrant card system. This allows motorhome owners who do not intend to freedom camp under the green warrant system to remain part of the NZMCA community under a different standard.
What This Means for Motorhome Owners in Wellington
If you own a motorhome and frequently freedom camp in Wellington or across New Zealand, you’ll need to ensure your vehicle complies with the updated regulations before the June 7, 2024 deadline.
If you have a fixed cassette toilet → No ventilation kit required, but it must be installed properly.
If you have a composting toilet with a ventilation system → The ventilation kit must still be installed.
If you have a portable toilet → You cannot obtain a green warrant but may qualify for an NZMCA yellow warrant card.
To avoid any issues while traveling or camping, ensure your vehicle is inspected and certified under the correct standard.
